Our heroes have found out the secret of the Golden Horizon Conservatory: it is the home of Project Seahawk, some nefarious endeavour to steal the powers of captive individuals and invest them into loyal subjects that could be trusted to advance the interests of the British Empire. Armed with this knowledge, our heroes advance to free the prisoners, destroy Project Seahawk and escape the City of Spies.
